My band had the honour of being involved with two of the tracks on this CD, and having had the chance of a sneaky listen to a couple of the non-brass band tracks I can say this CD is truly innovative and will have been well worth the wait.

Yes, the draw for the Sunday entertainment leg is made at the lower section results ceremony on the Saturday evening; with the entertainment leg being adjudicated in the open there is little excuse for it being otherwise.
28 bands is a huge field; especially with no pre-draw.
Maybe, maybe not, your example doesn't work without reference to other bands in the section and the permutations different results would give.
