I agree, it would be a great contest. Something exciting to replace the existing Cup/Shield contest the day before the Scottish Open.

That's exactly the reason why it's not used in Scotland though. Promoting bands which were just placed third in a section (or fourth or even fifth?) is the wrong thing to do. A band could have placings of (for example) 2, 3, and 5 (possibly indicating a drop in standard over those three years)...

I don't see what's confusing about that. If Kapitol want to set up a new system then SBBA are quite happy to give them some advice if they ask. Again, I don't see what's confusing about that. Am I missing something here, some subtle inference that's lost through the medium of tMP?
