There's some interesting ideas there, but I'm not sure how many good ideas.

I'd be in favour of pre-drawing the contests. It goes along with most of my feelings about closed adjudication. The only reason for the box should be so that the adjudicator isn't influenced by any visual aspects of the performance. Whether he remembers who's playing number 16 or not doesn't really matter, unless we think adjudicators are corrupt, in which case we shouldn't use them. Pre-draw, start earlier, everyone knows vaguely when they'll be playing well in advance, jobs a good un.

I'd also be all in favour of fringe events - I remember when I played at Music for Youth at the Festival Hall (many years ago...) there were mini concerts going on in the foyer as well as the contest in the main hall. To be honest, unless you really like looking at the same old gadgets, shop-soiled instruments and random boxes of music all afternoon, the conference centre is a pretty dull place to wait to play.

I wouldn't want to see test pieces cut artificially short though. If one wants to significantly cut the length of the contest, perhaps cutting the number of bands would be more effective? Maybe if your area only has 6 bands competing, for example, they only send one band and have no area send more than two.
