Suspended Accounts

I noticed tonight, in the list of onliners, that there was someone online whose name was in darkblue & italic. I discovered when I checked this, that their account was marked as suspended. If this is the case, should we be able to see them? And, for that matter, should they be able to log in?

I'm a bit confused!
